A retired senior bureaucrat from Andhra Pradesh, Dr. PV Ramesh, has publicly accused two IAS officers of aiding and abetting a bribery scandal tied to the Adani Group. This development has reignited debates about corruption in the state’s administration and its impact on Andhra Pradesh’s economy and investor confidence.

Dr. Ramesh, who previously served as the Special Chief Secretary under the then Chief Minister YS Jagan Mohan Reddy, made the allegations in a lengthy post on social media platform “X.” According to him, the Andhra Pradesh government in 2019 canceled Power Purchase Agreements (PPAs) totaling 2,132 MW, involving 23 solar projects from nine renewable energy developers. Subsequently, in 2021, the same administration signed a PPA with the Adani Group for 7,000 MW of solar power through SECI (Solar Energy Corporation of India).

Dr. Ramesh alleged that during these processes, two senior IAS officers played a significant role in facilitating the extraction of massive rents, a term he suggested was a euphemism for bribes. He accused these officers of working to please their “lord and master,” referring to their political superiors, thereby compromising the interests of the state and its citizens.

The allegations come amid charges in a U.S. court against Adani Group chairman Gautam Adani and his nephew for allegedly offering bribes to a top official in Andhra Pradesh. Though names have not been confirmed, Dr. Ramesh hinted at the involvement of former Chief Minister YS Jagan Mohan Reddy.

Dr. Ramesh pointed out the negative consequences of these actions. He stated that the cancellation of earlier PPAs and the subsequent deal with the Adani Group disrupted the state’s power system, increased energy costs for consumers, and eroded investor confidence. He called for an urgent and thorough investigation, emphasizing that the situation is graver than currently perceived.

The controversy has also placed current Chief Minister N. Chandrababu Naidu in a difficult position. Though Naidu has promised action against those involved, his close ties with the BJP, which is perceived as an ally of the Adani Group, may complicate matters. Dr. Ramesh urged Naidu to prioritize governance and act decisively to restore faith in Andhra Pradesh’s administration.

Dr. PV Ramesh has had a contentious relationship with the state’s leadership. Once a key bureaucrat during Chandrababu Naidu’s earlier tenure, he later served as the health secretary under YS Jagan Mohan Reddy. After retirement, Ramesh publicly criticized Jagan’s administration, particularly its energy policies. His outspoken stance reportedly led to professional setbacks, including his resignation from Megha Engineering after the company faced a CID investigation.

Dr. Ramesh’s revelations have sparked a debate over governance in Andhra Pradesh. He has called for transparency and accountability, urging both state and central governments to take strict action against those involved. With growing public and political pressure, all eyes are now on how the Andhra Pradesh government will address these serious allegations.
