In a shocking incident that has sparked outrage on X (formerly Twitter), trainee IPS officer Rahul Balhara of the Tripura cadre is facing serious allegations of assault and abuse of power. Vikas Dhayal, a UPSC coach and mentor, took to social media to share his harrowing experience on December 6, where he was allegedly attacked by Balhara during a wedding event in Kapashera, Delhi.

According to Dhayal’s detailed account, Balhara allegedly smashed a whiskey glass on his head “for sadistic pleasure.” The attack occurred at 10:50 PM, following which Dhayal was rushed to a hospital in Gurugram. However, instead of justice, he claims to have encountered coercion and resistance from local authorities.


Questionable Police Conduct

The police response has further compounded the controversy. ASI Basant Kumar, the investigating officer from Kapashera Police Station, allegedly displayed a dismissive attitude. Despite the clear ‘evidence’ and severity of the incident, Kumar allegedly refused to file a formal FIR, opting instead to draft a complaint on plain paper without providing a DD number. Dhayal was told to return the next day.

When Dhayal provided CCTV footage of the attack, it was reportedly not seized as evidence. Instead, he was met with further delays and excuses, with the officer stating he had “a wedding to attend.”


Social Media Uproar and Retaliation

Dhayal’s decision to share his ordeal on Twitter (now X) led to widespread outrage, but it also attracted retaliation. Shortly after his post went viral, SI Sachin Deswal, a reported associate of Balhara, called Dhayal to the station—not to address his complaint, but to implicate him in an assault case filed by Balhara himself.

The harassment escalated as Dhayal and his friends, who had accompanied him to the hospital, were summoned to the police station. They were reportedly pressured to delete the social media post and withdraw the complaint. Despite threats to jeopardize their careers, Dhayal stood firm, insisting on an inquiry and refusing to back down.


Systemic Failures and Public Outrage

The inaction and perceived favoritism in this case have raised serious questions about police accountability and the impunity of powerful individuals. Even after Dhayal submitted comprehensive evidence to the DCP and CP of Delhi Police, invoking Section 154(3) of the CrPC to demand an FIR, no action was taken against Balhara.

Instead, the investigating officer of the case was replaced with SI Sachin Deswal, reportedly a close associate of Balhara. The SHO of Kapashera Police Station was also transferred, leading to speculation about attempts to defuse the situation rather than deliver justice.


Need for Caution

This incident highlights the urgent need for reforms to address misuse of power by law enforcement officials. While the allegations against Balhara and the subsequent police actions appear grave, it is essential to approach such incidents with caution. As one observer noted on social media, “Not everything we see on the internet is the entire truth.” A recent case involving allegations against police by an army couple turned out to be false, underscoring the importance of verifying all facts before drawing conclusions.
